Copilot credits FinOps
Copilot credits matched to real use, with a limit on every agent and an owner for every budget.
21checks
In short
Copilot credits FinOps is one of the 11 core modules in The Governor, Ustrema's governance app for Microsoft Power Platform, Copilot Studio and agents. It runs 21 checks every week to answer one question: How long until we run out of Copilot credits, and who decided that? Every failing check becomes a finding with an owner, closed with Copilot Studio credits, Pay-as-you-go billing, Azure Cost Management.
The question it answers
How long until we run out of Copilot credits, and who decided that?
What it measures
Each of the 21 checks looks for patterns like these, in every environment, every week:
- Credits consumed against what you are entitled to
- Agents with no monthly credit limit
- Pay-as-you-go billing without an Azure budget
- Autonomous triggers and premium models that are always billed
What you get
Once the findings are closed and the controls are in place, your tenant has:
- A credit runway and an allocation per environment
- Limits on the agents that consume the most
- A budget owner and monthly growth that someone approved
Microsoft services it works with
The Governor checks that these Microsoft controls are on, and our experts configure them:
- Copilot Studio credits
- Pay-as-you-go billing
- Azure Cost Management

Which Microsoft services does it work with?
Copilot Studio credits, Pay-as-you-go billing, Azure Cost Management. The Governor checks that they are switched on and configured, and Ustrema consultants set them up when they are not.
