Operating model

Owners, intake and a review rhythm, so the platform stays governed after we leave.

18checks

In short

Operating model is one of the 11 core modules in The Governor, Ustrema's governance app for Microsoft Power Platform, Copilot Studio and agents. It runs 18 checks every week to answer one question: Who owns Power Platform here? Every failing check becomes a finding with an owner, closed with Power Platform admin center, Managed Environments.

The question it answers

Who owns Power Platform here?

What it measures

Each of the 18 checks looks for patterns like these, in every environment, every week:

  • Ownerless apps, flows and agents
  • No intake or approval for new agents
  • No owner for the credit budget
  • No naming standard or review rhythm

What you get

Once the findings are closed and the controls are in place, your tenant has:

  • A RACI that the business signs
  • Intake and approval for apps and agents
  • A review rhythm that runs without us

Microsoft services it works with

Questions about this module

Is Operating model included in the platform licence?

Yes. All 11 core modules, Operating model included, come with one platform licence per tenant per year. There are no per-user fees. Extension modules are added separately.

How often does The Governor check operating model?

Every week. The scan runs inside your own tenant, measures all 18 checks again and shows what closed, what is still open and what came back since the last scan.

Which Microsoft services does it work with?

Power Platform admin center, Managed Environments. The Governor checks that they are switched on and configured, and Ustrema consultants set them up when they are not.
